ONE TELECOM EQUIPMENT — MULTIPLE INDEPENDENT COMPLIANCE CHECKS
Deploying active telecommunication equipment in India is not a single-portal process. A compliant deployment requires distinct, independent regulatory validations:
Crucial Rule: An MTCTE certificate does NOT automatically make an equipment a Trusted Product. Similarly, being listed on TTP does NOT exempt equipment from mandatory TEC MTCTE testing.
WHAT IS THE TRUSTED TELECOM PORTAL?
The Trusted Telecom Portal (TTP) is the digital mechanism operationalizing the National Security Directive on Telecommunication Sector (NSDTS). It acts as the national vetting gateway through which the government evaluates the trust quotient of telecom equipment vendors and individual product models.
Telecom networks are designated critical national infrastructure. Hardware supplied by foreign or domestic vendors directly impacts:
- Carrier Network Integrity
- Subscriber Data Privacy
- Supply-Chain Provenance
- National Cybersecurity Defence
TRUSTED SOURCE VS TRUSTED PRODUCT
An Original Equipment Manufacturer (OEM) or technology vendor that has undergone background scrutiny regarding corporate ownership, beneficial shareholding, jurisdiction of origin, and cyber governance, and has been classified as trusted by the competent authority under NSDTS.
A specific piece of active telecommunication equipment (model, variant, and software release) manufactured by an identified Trusted Source that has satisfied product-level supply-chain traceability requirements.
HOW EQUIPMENT PROCUREMENT OPERATES ON TTP
Per official DoT TTP guidelines, portal submission workflows depend on the corporate incorporation of the OEM:
Procuring from a Non-India Registered (NIR) OEM
When a Telecom Service Provider plans to procure equipment directly from an overseas, Non-India Registered OEM:
- 01. TSP initiates the procurement entry on TTP.
- 02. NIR OEM provides detailed corporate & product data.
- 03. NIR OEM may nominate its India Registered entity via formal nomination deed.
- 04. The nominated Indian entity interfaces via an authorized Nodal Officer.
Procuring through an India Registered OEM
When equipment is procured through an OEM incorporated and registered within India:
- 01. The India Registered OEM creates its validated TTP account.
- 02. The OEM directly populates technical, bill of materials, and product data.
- 03. The TSP links its commercial purchase order to the OEM's TTP submission.
- 04. The government authority evaluates the domestic supply-chain record.
