What is IPTV?
Internet Protocol Television (IPTV) is the delivery of television content and broadcast channels through Internet Protocol (IP) networks.
Unlike traditional satellite (DTH) or conventional coaxial cable distribution, IPTV uses IP-based network infrastructure, multicast transport, and digital set-top boxes or smart applications to deliver television services with guaranteed Quality of Service (QoS).
In India, IPTV represents the regulatory convergence between broadcasting (governed by MIB) and telecommunications (governed by DoT), allowing eligible network operators to bundle live television with broadband access.
IPTV is Not the Same as OTT
IPTV (Managed Delivery):
Delivered through managed, authorized IP network infrastructure by eligible telecom/cable operators under specific broadcasting and telecom regulatory frameworks.
OTT (Over-The-Top):
Delivered over the open, unmanaged public Internet by content platforms, governed by distinct digital media guidelines rather than telecom network authorisations.
Who Can Provide IPTV Services?
Eligibility depends on the applicable licence/authorisation, service scope, and current regulatory conditions:
Telecom Service Providers
Eligible telecom operators authorised under the applicable telecom framework with wireline/access capabilities to route multicast video traffic.
Cable Operators & MSOs
Eligible cable operators and Multi-System Operators registered under the applicable Cable Television framework upgrading to IP-based headends.
Internet Service Providers (ISPs)
Eligible ISPs holding Internet Service Authorisations / Licenses subject to applicable network, content, and self-declaration conditions.
IPTV Under the New Telecom Authorisation Framework
The current Department of Telecommunications (DoT) Internet Service Authorisation framework explicitly includes the provision of "Internet Protocol Television service, in accordance with applicable law."
IPTV Self-Declaration
Before commencing IPTV services, the eligible IPTV service provider is required to submit the prescribed self-certified declaration under the applicable IPTV policy framework.
The declaration contains factual information relating to the service provider, underlying telecom authorisation/cable registration, service area, and the technical infrastructure on which IPTV is proposed to be provided.
